I have a web application with two frames. Check "automatically detect configuration" and UNCHECK the option "use a proxy server...." Restart IE to see if it works correctly. I reinstalled windows, shut off firewall still not working. Have a great day. It loads fine at first, no issue at all, and then after just a minute or two, it stops connecting to websites, period.
Try going into your control panel, clicking on network connections. And if so what about it is changed that enables IE 8 to open pages in new tabs? System File Checker also checks and repopulates the cache folder. ie8 loads web pages fine now.
